The boarders of Mexico are open for all tourists.  

Vaccination rates in Mexico are increasing and case counts have been on the decline.  Testing is not required to enter Mexico however, some properties and complexes require as negative COVID19 test to use the complete facilities.  Face masks are required in all indoor spaces in condo buildings, shopping centers, restaurants (before being seated) and are recommended when 6 feet of distance cannot be maintained. The Beaches, restaurants, bars and night clubs are all open with capacity restrictions in place.

US Residents NON-Vaccinated
Effective November 8, 2021, U.S. citizens and LPRs who are not fully vaccinated will need to provide proof of a negative COVID-19 test taken within one (1) day before their flight departure.
 
US Residents Vaccinated
Effective November 8, 2021, U.S citizens and LPRs who are fully vaccinated will need to present airlines with proof of vaccination and of a negative COVID-19 test taken within three (3) days before their flight.  
 
COVID Testing
Both nucleic acid amplification tests (NAATs), such as a PCR test, and antigen tests qualify.  This is the same standard for qualifying tests that has applied to the pre-departure testing requirement since January 2021.  

NON- US Residents
Travelers connecting through or travelling to the USA
Effective November 8, 2021, all nonimmigrant, non-citizen air travelers to the United States will be required to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to the United States.  The current requirement of proof of a negative COVID-19 test taken within three (3) days before a flight will remain in place.

Canadian Residents leaving Canada
The Govermnent of Canada has indicated that vaccination is one of the most effective ways to fight COVID-19 and is taking action to better protect the health and safety of travellers and to increase travel safety. It will also help to get as many Canadians vaccinated as possible.
Starting October 30, 2021: if you are 12 years of age or older, you will need to be fully vaccinated in order to board domestic or international flights departing from airports in Canada.
 
Canadians Returning to Canada (Vaccinated & NON-Vaccinated)
If you're flying to Canada, you must take a molecular test (PCR) within 72 hours of the scheduled departure time of your flight to Canada.

Airlines will refuse boarding to travelers who are unable to provide a valid negative molecular test result. Rapid antigen tests will not be accepted.

Canadian citizens (including dual citizens), people registered under the Indian Act, permanent residents of Canada, or protected persons (refugee status) are allowed to return to Canada with proof of a negative test.
